By-Laws of the Davie Overland Amateur Radio Club
Responsibilities of Each Officer
This section describes the responsibilities of each officer.
Since we do not charge dues or own any assets, the Secretary and Treasurer positions may be combined.
The President shall preside at all meetings, and conduct them according to the rules adopted. He/she shall enforce due observance of this Constitution and By-Laws; decide all questions of order; sign all official documents adopted by the club, and perform all other duties pertaining to the office of President.
Vice President:
The Vice President shall assume all the duties of the President in his/her absence. In addition he shall organize club activities, plan and recommend contests and special events and advance club interest and activity as approved by the club.
The Secretary shall keep a record of the proceedings of all meetings, keep a roll of members, carry on all correspondence, read communications at each meeting, and e-mail or text meeting notices to each member.
At the expiration of his/her term, he/she shall turn over all items belonging to the club to his/her successor.
The Treasurer shall receive and issue a receipt for all monies paid to the club; keep an accurate account of all monies received and expended; pay no bills without proper authorization (by all officers). At the end of each quarter he/she shall submit an itemized statement of disbursements and receipts.
At the expiration of his/her term he/she shall turn over everything in his/her possession belonging to the club to his/her successor.
Note: Since we do not charge dues or own any assets, the Secretary and Treasurer positions may be combined without further amendment of this document.
Elections shall be held annually at the April meeting; elected officers shall assume their positions at the end of the meeting.
Any member can run for any position and any member can nominate another member. Election to each office requires a simple vocal majority of the members present.
The club is interested in quality not quantity. We want to keep the club small. Joining the club is by invitation only. All members must agree to invite a prospective member. Prospective members may be proposed by any of the existing members.
Members must be licensed amateurs and must be members of the ARRL or the corresponding organization in their home country. For example, Canadian members must be members of RAC and are encouraged to join our ARRL.
Dues will not be charged at this time. If the club grows and/or takes on events or purchases equipment, the matter of dues will be addressed at that time.
The decision to assess dues must be approved by 75% of the membership.
Meetings are held monthly on the first Saturday of the month. Meetings are held at a location agreeable to the members and may change from time to time. Meeting location and time may be proposed by any member and will be communicated to all members in a timely manner.
“ARES® is a program of the American Radio Relay League -- our club will abide by the Rules and Regulations of the ARRL’s Field Organization as they may be amended from time to time, and by ARRL policies, rules, and guidelines contained in ARRL publications.”

Amending These By-Laws
These By-Laws may be amended as necessary. Markups to the current document will be presented to the members and must be approved by 3/4 of the members in attendance by voice vote.
